Her expertise in California's Justice-Involved Reentry Initiative was gained through work across the justice-involved ecosystem, including community-based organizations, correctional facilities, managed care plans, and county behavioral health and social services agencies. Rebekah earned her BA in evolutionary biology at Harvard University and her Masters of Public Health from Columbia University Mailman School of Public Health.
